You want both. Growth adds muscle, organ and benefical cells, it helps you become better at what you did today whether its working out or learning a new language. Repair/recycle gets rid of old cells, precancerous cells, and goes after any sources of inflammation.
The problem is the majority of us, myself included, has spent the majority of time in the growth phase because of carbs and snacks.
