By definition, chai contains a milk of some sort. Also, chai broth is chai. It's like pho not chai.
No milk or sweetener means you just want a flavored tea, of which there is plethora.
In any case, you can make chai with any ratio of spices you want. Do a google search to find the most common ones.
I make my own by adding 1-2 T of ginger because I like it spicy, a tsp of whole cloves, a few peppercorns, 5 or so cardamom pods, and a cinnamon stick to about a quart of water and simmer for 5-10 minutes. Bring to a boil, turn off and add your black tea. Double the tea to make a concentrate. Don't try to steep longer, as it will just get bitter. Add coconut milk, milk, almond milk, whatever and honey or other sugar to taste. Frankly, the sugar enhances the spices for a better tasting drink. It doesn't have to be a lot.
