I didn't spend a lot of time in France, but my impression from continental Europe was that glass jars were more common than cans anyways.

But tetra-paks are widely used, does BPA get used there?

If cans really aren't that common in France, I don't think this will have a "Wal-Mart effect," unfortunately. But it is at least a nudge in the right direction.
