I have this on my arms and legs - always have done. With current primal diet...low carb, moderate protein, high-ish fat..my skin is quite smooth and the bumps aren't raised, but they're still visible. I definitely get plenty Vit A and E and omega 3s.

Skin brushing is the thing I always come back to....I've just got a lousy memory and keep forgetting to do it. One of these days I'll get to it consistently and see if it actually helps!
