Bonus points if my SAD hubby will eat the meals too. I am doing GAPS, which is basically strict primal with extra ferments and broth, and I am just running into a brick wall of what to eat. We are currently living off of one fairly small income, so we need things that aren't too expensive.

Cheap? Offal is always cheap and you can do a lot with it. Beef stews minus potatoes (increase the amount of carrots and what not), use a lean but tough cut, cooking it in a stew tenderizes it and in a stew, a little bit of meat goes a long way.
I don't know whether or not you eat grass-fed and organic only, but I personally don't since I'm primal and on a college budget. I think the best advice is just to go through the sales fliers and plan your meals around them. One of my favorite budget meals is pork shoulder, it goes on sale for as little as $1.28 a pound in my area, and I just season it and put it in my slow cooker. I can also usually find chicken thighs, leg quarters, and bone-in breasts for $1/pound and I stock up on ground beef when there's a sale. I don't know what your budget is, but I spend $60 a week to feed my boyfriend and I. Here was my menu plan for the week:
Sunday: smothered pork chops with sweet potatoes and peas
Tuesday: Chicken tikka masala with cauliflower rice
Wednesday: Chile relleno casserole (just layered ground beef, enchilada sauce, poblano peppers, cheese, beans and cauliflower rice)
Thursday: Jerk Chicken
For breakfasts it's usually eggs, lunches are leftovers or salad, and snacks are generally yogurt or whatever fruit was on sale for the week.

there are alot of good and inexpensive recipes in marks book "quick and easy recipes" in his primal cookbook collections.. I spent a hundred dollars the other day (and that was with getting beginning stuff llike vinegar and such too).. and that included some small pork chops, sausage and steak and a ton of veggies, coconut milk. organic eggs.. my husband and I went through the recipes briefly together and although he's not doing this now, he was really impressed with the recipe choices.. I made three meals yesterday and have leftovers for two meals later this week if I wanted..

Two cheap ones I made this week: meatballs in the slowcooker - grassfed groundbeef at Trader Joes is $5.99/lb where I live. I make two pounds worth, sub almond flour for bread crumbs, use lots of fresh parsley, grated carrot and garlic from our garden (if you can, plant a little garden - I save a lot of money with fresh herbs and veggies this way) to stretch them out, use just a couple of eggs.
I second primal moose's suggestion about stews - I made a big one in the slow cooker with turnips and carrots instead of potatoes. Both of those gave me two night's worth of meals and I am feed myself and three boys/men who eat like horses. I use veggies as filler instead of pasta, rice, etc.
