In a vain attempt to shift body fat I have taken to the recumbent bike on rest days. Only very light, to slightly moderate level for 10-15 minutes to get my 'moving slowly fix' as I have a sit down lifestyle other than going out on errands and such.
I havent done cardio on rest days for YEARS because ooooh I need recovery. But I have found my recovery and composure on workout day to be a damn sight better than a 'no workout at all' rest day. I recall reading some evidence that this promoted blood flow to the damaged muscles (from lifting heavy) and therefore supported a better recovery. It seems to be holding true, either that or I have alot of stored sugar somewhere as my body feels better for it!

I do a fasted 1.5 mile walk every day, usually half naked to get some sun. Seems like good medicine.
I can understand the OP's issue. I'm doing Starting Strength right now and on my "off" days, I don't want to do too much to impede my recovery, not to mention that I am damn sore! But I agree that doing some light workout is probably better than doing nothing. It's called active recovery for a reason.
