I've run into this "debate" millions of times with my anarchist group. The conclusions we've reached mainly center around: Farming is not the one and only strategy for food, some people living in a bioregion that is better suited to horticulture, pasture or hunter-gathering. You shouldn't force agriculture (or industrial/western agriculture) on an area that can't support it.
The GMO debate doesn't even consider this. It launches strictly from the premise of "All humans must farm to get their resources".
