I think the question is confusing. I don't really know how to answer it -- because I would say that most people tailor the PB to themselves, including how they define the 80-20 rule.
For individuals who are looking for weight loss, healing gut issues or autoimmune disease, a stricter often closer to paleo approach is what works for them. from their POV, pizza and beer equals pain and discomfort, so of course they're going to be "obsessed" with making sure that what they are doing is followed 100% so that they don't suffer.
For those who are not sick or looking for weight loss, it tends to be a matter of preference. Most of us find that, over time, what we used to really enjoy frequently (once a week or more) becomes something that we enjoy less over time. I used to have indian, thai, mexican and italian every week -- which would mean rice, naan, pizza crust or pasta. I wasn't overweight or unhealthy. I was "puffier" and not as lean (interestingly enough). And, I had digestive issues, but they weren't that major so I didn't think about them too much.
I went primal because my husband was having major gut issues and his naturopath said "no dairy, no gluten, no grains/beans if you feel you can avoid them." And so I was looking for something that would suit the whole family. I discovered paleo and PB, and we switched over within two weeks.
It wasn't hard for us, really -- we already ate very healthy anyway, just with grains and with some dairy (raw dairy, really). Now, we only get raw yogurt for the kid (from the cowshare), and we don't have grains in the house. But, once a month or so, we'll go out for thai or indian and have some rice (and sometimes naan). It's nice. you know?
Even less frequently, we'll have cake, cookies, and gelato. Gelato is a big deal here in NZ -- the competitions about it are fierce. We have three award-winning gelato places near us. We tend to get cones in the summer (dec/jan/feb), and we tend to get one every 4-6 weeks then (so that's, what? 2-3 cones per year?). It's no big deal.
Pizza here is terrible, so we don't eat it. When I was in australia, I had a good pizza with my friends (that was last weekend). It was ok, really. I probably wouldn't necessarily go back for it, but I was really hoping to have good pizza again. At home, we have "pizza quiche" about twice a month (it's pretty labor intensive for us. lol).
So, you might say that under the PB "80-20" rule, I get a healthy 20% by having about 2-3 ice cream cones a year, 4-6 pieces of cake, 8-10 cookies/other, 10-12 rice/naan/pizza crust. But when you look at it as 2 meals per day 365 days per year (which is how I eat), you're looking at 31 "meals" of these things (on the high end) vs 730 total meals. so really, food-wise, it's only, what .4% of my food intake?
For me, the harder aspect of the primal blueprint is life balance in terms of sleep and play. That's the part that I have to work on -- making sure that I get enough of both.
