Even if Pam is losing water weight, the effects on a physiological level are welcomed because they will help with consistency.

Weight that is lost in the first few days is water weight. But by the time you have stayed with any program for 2 weeks, the weight you have lost is really body mass, likely mostly fat. The body reaches its new equilibrium within a couple of weeks.
