Almond flour is easy to make at home with a food processor, though it may not be as finely ground as commercial flour. I've read that some people sift it and then run the larger pieces through a coffee grinder though.
Depending on where you live, it might not be possible to get it to a cheap price. If almonds/coconuts/whatever is grown in large scale near your home, hen you will probably be able to get almond/coconut/whatever flour to a good price. Where I live I'm pretty screwed. I've found ONE shop in the entire city that sells coconut flour, and I paid 15 bucks to get a comparably small amount. Finding almond lour, or raw almonds to a price where I can afford buying it just to grind it down, is impossible.
I rarely use my prescious coconut flour, and usually don't use much of it though, so it's lasted me a long time. I think I bought it like a year ago, and I still have half the bag lol.

I thought it might turn to almond butter.
I buy blanched almond flour on line from Honeyville Foods. (I prefer the texture of baked goods with blanched almond flour to the final product made with almonds that have the skin on)Five pounds for $31.99 and shipping is always $4.49. It's the best price I've seen yet.

If you get 5 bags or more at honeyville there is a discount and I often get 10-15% coupons - so if you time your purchase right, you can get that bag of flour for <$25 including shipping. I keep all that flour in the fridge or freezer to make sure it stays fresh. I have a primal buddy who will buy a bag or two from me also. I get the almond meal from Vitamin Cottage for $4/lb. Not as nice as the honeyville, but cheaper and easy to store the smaller quanities. The coconut flour there is $7/2lb bag.

Vitacost also carries some almond and coconut flours.
Screw almond flour.
I use coconut flour, which I get at Whole Foods for $4/lb.
I get rice flour and tapioca flour at my local Chinese grocery store for $1/lb.
