Lots of cities have crime, pollution, corruption, and other such undesirables. Just because something exists does not make it desirable. As for since when, I would say since day one. Just because something continues to happen does not make it right.

Wow, that's a pretty bizarre one. Not sure where I advocated violence, or approved of the soda size ban at all. But it's obvious you want to react angrily at someone, so, glad I could helpful. BTW the whole "gun to the head" metaphor is really, really, stretched pretty far here isn't it?

Try not paying your taxes and then barricade yourself in your house for a while and refuse to move. All completely non-aggressive [lack of] actions. I would be surprised if at some point a gun was not pointed at your head, in the totally literal sense.
In the same way, if this law is passed, and someone continues to serve the banned drink size, and continues to do so while ignoring fines or other penal measures (all non-aggressive actions that deny no one any agency nor cause them involuntary harm), at some point someone will come into his restaurant and point a gun at him to force him to comply. This is not metaphorical, it would be a real live gun that could really blow off his real head.
