Nah that's BS. No cartel in a free market ever survives without government involvement. There is always a member of the cartel who cheats or new competition coming in from outside the cartel.
Sure I guess inflation plays some role, but there wasn't enough inflation to bring the price of computers and cell phones sky-rocketing upwards. Why does all the price inflation go to healthcare and tuition costs? The answer is government involvement.

What you think there has been no new technology in the healthcare industry? We constantly get newer more sophisticated equipment which would normally drive the price of healthcare down, but because of government involvement, prices continue to rise.

I'm investing my hard-earned savings into profitable corporations which grow my wealth. (In other words, companies in China.) Society needs me because I am redirecting capital where it can be put to optimal use.
