I'm from Denmark and even I know there's more to the story.
The USDA wanted only to count a half-cup of tomato paste or more as a vegetable, and a serving of pizza has less than that. For obvious reasons, the lobbyists argued that the nutritional value of two tablespoons of tomato paste equalled one tomato fruit (which coincidentally was classified a vegetable by the US government a long time ago). The lobbyists won and two tablespoons of tomato paste is now considered a vegetable instead of the proposed half-cup - and that's how it's been for a long time by the way.
TLDR: Nothing changed. Two tablespoons of tomato paste is still counted as a vegetable.
